The 'seeds' of People Offshore

The story begins with Campaigns Ltd, a digital marketing company formed decades earlier by Philippines internet pioneer Steve Wroblewski.

In 2021 Campaigns Ltd ran a marketing campaign to generate new clients for some foreign-owned outsourcing companies in the Philippines. As enquiries came in, pre-qualifying conversations ensued, and those that seemed a fit were introduced to one of the outsourcing clients.

Initially the campaign seemed successful - enquiries were plentiful and the clients were happy. Then it all turned negative as enquiries got back in touch with Steve, complaining about their outsourcing experiences.

Many had to pay hefty pre-payments and deposits, then waited (and waited) for suitable staff. When they did have a staffer begin, some were simply not the right fit - or even capable of doing the job. Others faced extra payments and surcharges - in the contract but not obvious at the outset.

Steve had a dilemma as enquiries continued to flow in that now in good conscience could not be handed on. The solution was simple however - People Offshore Inc. was incorporated and the journey began...

Giving clients what they asked for

With the detailed feedback from people disappointed with their outsourcing experience, it became obvious what we needed to deliver.

The experience with us begins with a simply worded Services Agreement, with no hidden clauses or added expenses. We give you one invoice a month that covers everything for the price we agree on at engagement.

Initial payment is simply one month in advance - and you don't pay anything until we deliver a staffer that you video interview and accept. Candidates will be pre-screened and tested to ensure they are the right fit for your needs.

We provide you with all the support required, from admin to supervision to IT to operational - with direct access always to the relevant support staff.

If it any time you want to end the arrangement for any reason - we only ask for 30 days notice. There are no lockins - we need to keep you happy.

Steve is a veteran of the Philippines IT industry, relocating from Perth, Western Australia in 1997 to open a pioneering web design studio.

Prior to moving to the Philippines, he had 10 years of management experience in the Australian electronics industry, followed by 8 years of operating his own award-winning domestic and export businesses there.

Steve brings to the table 27 years of hard-learned experience in the Philippines, operating his companies successfully in the web design, digital marketing and now outsourced staffing industries.

At People Offshore, Steve focuses on the overall direction of the company, branding and overseas client development.

Debrah Wroblewski - General Manager

Debrah has for the last 16 years, partnered with Steve in their various jointly-owned Philippines business enterprises.

While Steve focuses mainly on the overseas aspects and general direction of People Offshore, Debrah has a firm hand on managing the local side of the business.

As a Philippines corporation, People Offshore has to comply with a myriad of local and national government agencies, each with their own requirements and reporting procedures.

In addition to managing our team, Debrah keeps us compliant and in good standing with all the relevant governmental agencies.

Diane is a recent addition to the team, but comes with 15 years of senior management experience with major players in the Philippines outsourcing industry.

Our clients work directly with their staff but there are times when they look for our input or assistance with staff issues.

As Client Support Manager that's where Diane comes in - as the interface required - and equally so for times when staff reach out to her for assistance with our clients.

Diane is also there for regular reviews and assessments of staff performance as well as any other client assistance required.

Darrell has been with the team for 14 years, initially with Campaigns Ltd and now with People Offshore as Operations Manager.

Most new clients bring technical challenges - a phone system we've never interfaced with before, an operating environment we need to emulate or access - the list goes on.

We pass the ball on these to Darrell and while he'll never admit it, he relishes the challenge to deal with them.

As a new client you'll interact directly with Darrell in the setup and deployment phase - then he'll be there with your staff to deal with any IT issues that may arise.

Gene has been with us for 4 years now and looks after training, particularly any pre-deployment training new staff require.

As we work mainly with small to medium enterprises (SMEs) in Australia and the UK, we encounter quite a diverse range of tasks that clients ask staff to undertake.

While staff come with the essentials skills and attributes needed to handle these, clients subsequently provide the on-the-job training thereafter.

Gene steps in to ensure staff come ready for the tasks assigned to them and for any other training needs that may arise.

About our ideal location

With 1.5 million Filipinos employed in outsourcing, providers in major cities or Economic Zones face challenges. Rents have spiraled and limited labour pools see staff jumping from one company to another for a salary increase.

This makes it very challenging to provide long-term, cost-effective staff.

We operate from Concepcion, Tarlac - a town of 180,000 residents - 100km North of Manila and 22km from the Clark Special Economic Zone. The town is large enough for efficient operations while keeping overheads low.

As we are the only outsourced staff business in Concepcion, we get a steady feed of talented fresh graduates from two major colleges locally.

Prior to our opening, young professionals in Concepcion had to commute to Clark, working overnight "graveyard" shifts primarily for US companies.

We offer comparable salaries and benefits to Clark, for daytime and evening shifts, without the time and cost of daily commuting.

As such we attract fresh graduates, cherry-pick experienced professionals working in Clark, and can offer long-term, cost-effective staff.
